On June 3rd, in reply to some queries from the Audit Office, there was grave reason for believing that not only had Mr. Quin been guilty of serious irregularities and gross carelessness in the manner in which he had performed his duties, but that he had misappropriated money received by him for distribution to Members of the Force.
